Abstract

Co-authored policy submission to the UK Government’s Civil Society Covenant Framework consultation on strengthening relationships between government, civil society, and communities. The submission advocates for trust-based, place-sensitive approaches to partnership, participation, transparency, and recognition, highlighting the importance of community-led decision-making, inclusive engagement, and long-term collaboration. Drawing on expertise in collective place leadership and civic engagement, it emphasises the role of universities as trusted intermediaries that can connect policymakers, communities, and civil society organisations to support more responsive, equitable, and sustainable approaches to local governance and social change
