Rwanda and Uganda: DTI dataset (2024) and DTI Index (2005–2024)

Abstract

This dataset presents a list of policy measures and practices reflecting the regulatory environment for digital trade in Rwanda and Uganda as of 2024. It is based on the Digital Trade Integration (DTI) framework, which captures regulatory measures through 65 indicators across key policy domains relevant to digital trade, including tariffs, data governance, telecommunications infrastructure, investment, intermediary liability, and online transactions. Each indicator is systematically coded on the basis of a detailed legal and regulatory analysis of national legislation, official policy documents, and government practices, and is further substantiated by stakeholder interviews with public and private sector actors in both countries. The dataset also includes a timeseries for the period 2005-2024, including: (i) number of restrictions; (ii) number of enabling policies; and (iii) the DTI index scores (the DTI index’s methodology is work-in-progress, so it might be subject to changes). The preparation of these timeseries has been possible thanks to the contribution of the International Growth Centre (IGC) (research project RWA-24211) and Teesside University.
