The work for this report was carried out in the early months of this year, with the
latest interviews taking place in April. The authors recognise that, given the rapid
changes that are taking place in this field, some of the information contained in the
report may already need updating and policies in various agencies will have moved
on. The report attempts as comprehensive a coverage as possible at the time the
research was carried out.
